Ross C. Hemphill has joined its Enterprise Management Solutions (EMS) division
as a Director in its Rate and Regulatory Advisory Practice.
Hemphill is a widely recognized expert in all areas of utility costing,
pricing and regulatory policy, with a particular focus on dynamic pricing for
electric utilities. Prior to joining Black & Veatch, Hemphill held
senior-level positions with various energy consulting firms, and was Director
of Electric Pricing for a large, Northeast U.S. energy utility company.

Hemphill’s background includes extensive experience in a broad range of
utility pricing and regulatory issues for both privately-owned and
publicly-owned utilities in the United States, Canada and other parts of the
world. He is well-versed in the design and implementation of innovative
tariffs, including time-of-use rates, critical peak pricing, real-time pricing,
and other dynamic pricing concepts. He is also an expert in the interaction
between dynamic pricing and demand response through Advanced Metering
Infrastructure investments and energy efficiency programs.
Hemphill has published articles in many of the energy industry’s trade
publications as well as reports for the Edison Electric Institute, Electric
Power Research Institute, National Regulatory Research Institute, and the
American Public Power Association. He earned a Ph.D. in Resource
Economics from The Ohio State University, a master of science degree in
economics from Indiana State University, and his bachelor of arts degree in
Economics from Lewis University.
