Hong Kong’s comprehensive Total Water Management (TWM) strategy paper is set for a major review in the coming months and will help Hong Kong better prepare for uncertainties it faces including acute climate change and low rainfall.
The Water Supplies Department of the Hong Kong SAR (WSD) has selected Black & Veatch to lead the review of the TWM. With fresh water demand expected to increase from 933 million cubic meters (mcm) in 2013 to 1,100 mcm by 2030, the project will seek to update or create strategies that fine tune and improve the resilience of Hong Kong’s current water resources practices.
“Hong Kong has made great strides in ensuring reliable water supply since our city faced severe drought in the 1960s. Whether engineering the world’s first reservoir reclaimed from a sea inlet at Plover Cove to applying advanced water pressure technologies, Hong Kong has applied many innovate strategies to secure our city’s water supply,” said Alan Man, Vice President and Managing Director of Greater China Water Business, Black & Veatch. “The refreshed version of TWM will continue to build-on existing strategies while also exploring new thinking and solutions to guide our city’s future.”
This is the first time a review of this nature is being undertaken since the Government created its first TWM strategy in 2008.
Based on the initial study which was also led by Black & Veatch, progressive water management initiatives were introduced to strengthen Hong Kong’s water network. These included pressure management, district metering, grey water and rainwater harvesting. TWM also led to the feasibility study of a desalination plant at Tseung Kwan O that is expected to open by 2020.
- TWM 2.0 is expected to be completed by 2017. The strategy will look out to 2040.
- Black & Veatch has operated in Hong Kong since the 1930s and has been involved in developing Hong Kong’s impounding reservoirs and many other major water infrastructure projects. It has received numerous international awards for the innovation and iconic works it has delivered in Hong Kong.
