Jeff Neemann, Oscar Falcon elevated to integrated water leadership

As water utilities and industrial clients navigate aging infrastructure, funding constraints and growing demand, Black & Veatch has appointed Dr. Jeff Neemann as water solutions leader and Oscar Falcon as public agencies and utilities (PAU) segment leader to expand its integrated delivery capabilities in the company’s integrated water and environmental solution area within Fuels and Natural Resources (FNR) business.

According to the Black & Veatch 2026 Water Report, 66 percent of water industry stakeholders cite aging infrastructure as a top challenge, while 45 percent say available funding will not be sufficient to meet future capital needs. These pressures are driving increased demand for integrated solutions that align planning, engineering, construction and long-term operations under a single delivery model.

Global demand for water-intensive infrastructure continues to increase — including fuels production, advanced manufacturing, mining and data centers — and clients are seeking integrated delivery models that reduce complexity and accelerate execution. By aligning water and environmental capabilities within FNR, Black & Veatch has brought together advisory services, engineering, construction, permitting and regulatory expertise, as well as ongoing operations and maintenance support under a single organization. This integrated approach enables utilities to access the full lifecycle of water solutions, from planning and design through execution, including progressive design-build methodology and long-term asset management.

The leadership appointments support Black & Veatch’s strategy to deliver more integrated, outcome-focused solutions by connecting deep technical expertise with industry-specific client knowledge and excellent project execution for which Black & Veatch is known. The structure enables the company to bring together the right specialists, technologies and delivery teams to help clients address increasingly complex infrastructure, resiliency and operational challenges while advancing profitable growth and long-term value creation.

Neemann brings 28 years of experience with Black & Veatch and most recently served as West Region managing director. A recognized leader in water treatment, water reuse and water resource management, he will provide strategic direction and technical leadership to help clients address evolving water infrastructure needs.

Oscar Falcon

Falcon joined Black & Veatch in 2020 and most recently served as U.S. East Region segment director. He has led businesses across global infrastructure markets and brings extensive experience building client relationships and guiding complex organizations. In his new role, he will lead the PAU segment, help advance integrated solutions for public-sector clients and utilities and continue to have oversight of Mexico and Puerto Rico.

These capabilities are increasingly deployed as part of broader energy, fuels, mining, manufacturing and industrial infrastructure programs, helping clients address water challenges across the entire asset lifecycle.
