Black & Veatch was tasked to implement the remedial design (RD) that was prepared by another consultant a few years earlier. Recognizing that things can change during a 3-4 year gap, Black & Veatch was prepared for changed site conditions. The need to confirm previous ground water plume maps resulted in several changes to the slurry wall alignments. Approximately 10 times the quantity of buried concrete debris was encountered than was known during the RD. Black & Veatch recognized the changed site condition quickly, and negotiated the costs to mobilize a concrete crusher. This cost-effectively resulted in the beneficial reuse of the crushed concrete onsite, as opposed to offsite disposal in a C&D landfill. A previously unknown lower aquifer, 6-inch supply well was discovered in one of the former waste ponds during sediment excavation activities.

Black & Veatch recognized the potential for the well to compromise the integrity of the remedy since it penetrated the confining unit beneath the ponds. The well was properly abandoned and is no longer a concern. The waste pond water levels were significantly lower than historic levels due to a regional drought. Black & Veatch restructured the remedial action bid approach such that the pond dewatering and sediment excavation work would be performed on an accelerated schedule to take advantage of the drought. The work was successfully completed ahead of schedule with cost savings approaching $1M as a result.
