We have successfully provided unique solutions on defense programs for more than 100 years. We help solve complex technical challenges on time and on-budget, all in the interest of protecting against worldwide threats. Our capabilities in high-consequence missions result in no learning curve, knowledge of the technical requirements ensures the facilities meet these requirements, and surety that power requirements are achieved both on and off the grid. We deliver solutions that are optimal, functional, reliable, resilient and sustainable.
Black & Veatch prepares design criteria, and the development and review of architectural engineering designs, specifications, design-related analyses and studies, and cost estimates for biological laboratories. These laboratories enhance the government’s existing disease surveillance systems to detect, report and respond to bioterrorism attacks, epidemics, and potential pandemics.
We are able to renovate old or existing facilities into state-of-the-art diagnostics laboratories that have been specifically designed and constructed to support work with especially dangerous pathogens that can be naturally occurring or introduced through a bioterrorism attack. It also provides our clients a safe environment to confirm diagnosis of suspected dangerous pathogens, enhancing public health while deterring bioterrorism.
We bring specialized experience in designing command, control communications, computers and intelligence (C4I) facilities. Facilities that protect the warfighter and equipment from threats are required to meet the mission requirements. We provide features such as HEMP and EMI protection, operation through seismic events, blast protection, backup power generation, uninterruptable power solutions, redundant/diverse/reliable building systems and power distribution, chemical/biological/radiological/nuclear protection, and physical and electronic security.
Black & Veatch has a long history of developing and delivering intelligence facilities for the U.S. Government, dating back to our work with the Manhattan Project.
Black & Veatch applies world‐class capabilities to ensure the highest possible level of cyber, physical, and electronic‐security on programs of critical national interest to numerous government agencies. We provide design solutions of U.S. Government facilities supporting the Cyber warfighter mission.
Missile Defense & Radars
We have partnered with USACE and MDA continuously for more than 25 years on the Missile Defense projects worldwide. Our team has extensive experience designing all types of Missile Defense facilities and we know USACE and MDA expectations and have earned the trust of our clients by delivering consistently strong results over time.
Black & Veatch has worked directly for or coordinated with radar prime contractors on numerous radar projects. We have addressed power thump, transients, system cooling, spatial limitations, and seismic interfaces with the facilities infrastructure.
For more than 60 years, we have been integral to the deployment and support of some of the most sophisticated weapons systems and defense operations facilities in the military. We provide special expertise needed in designing facilities and infrastructure connected to missile detection and launch.
Black & Veatch has designed multiple Weapons Storage and Maintenance Facilities (WSMF) for the AFGSC Weapons Generation Facility Program. Black & Veatch understands the facility structural design and process of gaining approval for the design through various agencies.
Power Generation & Infrastructure
Black & Veatch is ranked No. 5 by ENR in Power. We have performed power system studies and developed designs to ensuring reliability for meeting mission requirements with relaying and controls being integral to delivering a coordinated power system. We use modelling software to perform system configuration management.
We have unique in-house qualifications and capabilities to perform RAM and FMECA analyzes, including personnel, facilities and computer systems within a classified environment, to mitigate potential single-point failures ensuring that the system achieves mission objectives, including complex facilities designed for harsh climate conditions.
Secure Facilities (Classified)
Black & Veatch has designed and/or constructed roughly 1 Million square feet of Sensitive Compartmented Information Facilities (SCIF) space, including more than 10,000 square feet constructed within our own buildings. Our professionals design and build not only the SCIF envelope providing physical and acoustic barriers, but also the associated access controls and intrusion detection systems.
In addition to the basic aspects associated with these facilities, we understand the intricacies involved in working to TEMPEST and other related shielding or information protection requirements. Virtually all of our work with Department of Defense (DoD) agencies involves designing and/or constructing facilities that meet SCIF design and construction standards and Anti‐Terrorism/Force Protection (AT/FP) requirements.
Security and Central Monitoring
We support comprehensive communications and electronic security systems including intrusion detection, alarm, and surveillance. Our experts specialize in security planning, access control, perimeter barriers, video-based motion detection, security lighting, and central monitoring and control centers.
We understand your challenges
Black & Veatch specializes in the design and construction of mission-critical facilities. Our solutions are often required by DoD, DOE, Base Installation Department of Public Works (DPW) Office and the implementing agencies that provide these services to military base installations – ultimately our troops rely on these services to execute their duties. Our clients often need assistance defining the requirements of their programs aligning schedule and cost with their programs. They come to Black & Veatch for our integrated project team approach and expertise we have within these programs to assist them with these unique mission-critical projects. Our work on complex projects involves multiple stakeholders and interfaces with other designs.
We understand requirements-based facilities beyond typical military construction and specialty requirements such as physical security, electromagnetic shielding, blast, redundancy, and seismic. During construction, we know the need for greater involvement is required from the designer to verify the contractor meets requirements and commissioning is more complex because of redundant systems.
Black & Veatch ensures weapons facilities are coordinated with weapon providers and changes to during weapons system development are incorporated as design and construction is executed. We understand the importance of interaction with the local utility is key for power conversion, the need to be able to characterize the load, and evaluation of impacts to the commercial power system. To assure facilities are integrated with weapons system requirements resulting in reduction of re-work for on-time and on-cost delivery, Black & Veatch has extensive experience working with weapons system contractors to achieve interface success.
Improving Mission-Critical Facilities Across Our History
Black & Veatch specializes in complex, and often one-of-a-kind programs requiring a high degree of specialist capabilities, including physical security, electromagnetic shielding, blast, redundancy, and seismic design. We have earned our reputation by delivering high quality, innovative, and cost-effective system products. We designed the first generation of atomic weapons storage facilities under the original Manhattan Project and we have remained continuously involved in programs of national significance since. Today, we are actively performing hundreds of military projects for the U.S. Department of Defence (DoD), including the U.S. Missile Defense Agency and the Defense Threat Reduction Agency in CONUS and OCONUS locations.
Our in-house multi-disciplined staff of architects, engineers and scientists have completed many of these designs under highly aggressive schedules to meet mission commitments. Designs are often produced concurrently with the evolving facility requirements, requiring close coordination with multiple stakeholders to avoid rework and to coordinate interfaces with mission equipment installed in the facilities. Black & Veatch has unparalleled past performance designing weapons generation facility programs. We have a high level of expertise in highly technical/high-consequential facilities including: redundancies, microgrids, energy management, SCIF construction, automated daylighting, RF shielding, smart facilities/cities, separated communications systems, and LO/CRF.
